Decentralization as Part of the Democratic Reform Process
The regional and country-specific strategies highlight the importance of the most essential structures for efficient self-government poverty reduction and development.The decentralization process creates an important basis for local self-government and for regional parliaments to be established.
Thus in recent years, e.g. in the Sahel region of Africa, elected representative bodies have been created for local authorities and regions. There have been widespread democratic elections at municipal level and the first transfers of responsibility to the new authorities have been initiated.
