New major project in Niger

In October 2016, German Chancellor Angela Merkel visited the Republic of Niger to discuss with President Mahamadou Issoufou on the country’s migration policy and a planned migration partnership with the European Union. As a result of this visit loans on the amount of 80 million EUR were provided, which shall be spent, among others, for the promotion of education programmes.

On 11 September 2017 GKW Consult has been contracted with a first emergency programme ("Programme de Promotion de l' Education et de l' Emploi (PP2E)"), which targets at the establishment of economic and school infrastructures and the construction of rural access roads in the Agadez region of Niger.

The project is scheduled to be implemented within 36 months and shall improve the living conditions of the population to strengthen the stability of this region in connection with the fight against irregular migration. The programme will finance investments amounting to 27 MEUR, which cover the following components and support the Local Authorities throughout the complete project cycle.

  • Component 1 "Economic infrastructure": Economic and market infrastructures (markets, bus stations, slaughterhouses, shops, warehouses)
  • Component 2 "School infrastructure": Establishment and rehabilitation of school infrastructure (primary and secondary schools, complete kits including equipped classrooms, latrines, fences, canteens, teaching material)
  • Component 3 "Rural access roads": Rehabilitation of access roads to improve exchange of goods and mobility of the rural Population.

In addition, information and awareness-raising workshops are offered for the project’s stakeholders (Local Authorities, citizens, and local consulting and construction enterprises).

GKW’s services include:

  • Development of the Procedures Manual,
  • Assistance to the Local Authorities and Administration Committees during reception of works and supplies, Check of compliance with national requirements and KfW standards and identification of potential for improvement and need for training,
  • Creating awareness of local stakeholders for the respect of social and environmental standards, and in particular compliance with labour standards (safety at work, prohibition of child labour).
