Niger: Continuation of Investment and Empowerment Programme for Local Authorities (PICCT) – Phase III

PICCT III is the continuation of the Investment and Empowerment Program for Decentralization and Good Governance (PICCT D/BG), Phase I and II, funded by the German financial cooperation. Since the beginning of the Programme in 2013, Tractebel GKW (now GKW Consult) has managed the investment fund of more than 35 MEUR. The project has three main objectives: firstly, to provide support to local development and good governance, secondly, to provide support to the training and empowerment of local authorities regarding project management capacities, and ultimately to give support to the development and strengthening of a national financing mechanism for local authorities. The target regions of the project in Niger are Tillabéry, Tahoua and Agadez (Southeast and Central Niger).

Phase III, beginning in January 2020 and scheduled to be completed within 36 months, manages a grant of 20 MEUR and pursues the same objectives as Phases I and II.

The programme contributes to the empowerment of local and regional authorities in the project region and thus ensures the population’s access to basic social, administrative and economic infrastructures.
