Tunisia, Hazardous Waste Treatment Plant

In order to collect, transport, treat and dispose hazardous waste in an appropriate and environmentally sound manner, the Republic of Tunisia has established an integrated hazardous waste management system based on the construction of a treatment and disposal of hazardous waste facility and 3 regional centres (IRST) for reception, storage and transfer hazardous waste.

After global assessment of the precedent studies and reports, the Consultant prepared a preliminary study, with the aim to review all existing information, analyse the regulatory, institutional and organisational frameworks and prepare the basis of the call for tender documents. The preselection was realised during the call for tender stage as a post-qualification document.

The Call for Tender document consisted of several documents namely the Instructions to Tenders, the CCAP (Contract Agreement form General & Particular Conditions of Contract), the CCTP (Technical Specifications) and the Bill of Quantities.

The Consultant also proposed a confidential estimate on the expected costs of exploitation and was in charge of preparing an information folio that has been made accessible to the competing bidders during a data room conference.
