Pakistan Punjab Urban Development Projects – EDCM and PMCS

GKW Consult GmbH, as the lead partner of an international–national joint venture, is supporting the Government of Punjab Pakistan in planning, designing and implementing major urban infrastructure investments financed by the Asian Development Bank (ADB) since 2021.

Under the Engineering Design and Construction Management – Phase 1 (EDCM) assignment, completed in December 2025, GKW prepared strategic spatial plans, feasibility studies, detailed engineering designs and tender documents for the cities of Sargodha, Rahim Yar Khan, Muzaffargarh, Bahawalpur, Dera Ghazi Khan, Multan and Rawalpindi. With a planning horizon extending to 2050, the assignment covered urban development, water supply, wastewater and drainage, solid waste management and urban transport. It included the design of wastewater treatment plants, extensive sewerage networks, pumping and disposal stations, solar energy systems and solid waste management facilities. GKW also prepared technical specifications, drawings, bills of quantities, cost estimates and environmental and social safeguard documentation in accordance with ADB and FIDIC requirements.

Building on these designs, GKW is leading the Project Management and Construction Supervision (PMCS) consultancy under the Developing Resilient Environments and Advancing Municipal Services – I (DREAMS-I) programme. The assignment includes construction supervision and contract management for a new 12 MGD (approximately 54,550 m³/day) water treatment plant, augmentation of the existing capacity by 13 MGD (approximately 59,100 m³/day), and integrated solid waste management facilities covering waste collection, transportation, treatment, engineered landfill construction and final disposal. The programme also provides for waste-to-energy potential, remediation of an existing dumpsite and solar photovoltaic installations, particularly in Rawalpindi and Bahawalpur. The construction packages are being implemented under a combination of FIDIC Yellow Book and Red Book conditions.

GKW’s services include design review, quality assurance, construction monitoring, environmental and social compliance, health and safety oversight, contract administration, progress reporting and institutional support. Together, the EDCM and PMCS assignments demonstrate GKW’s involvement throughout the complete project cycle—from strategic planning and engineering design to procurement support, construction supervision and commissioning of resilient municipal infrastructure
